Simple and easy to use, yet surprisingly capable, particularly as a digitising tool. Perfect for taking home on the laptop or dishing out to contractors/volunteers doing digitising work.
Open Source GIS resource - http://opensourcegis.org/
A long and regularly updated list of various open source and free GIS software and tools.

There's a useful MapBasic program called Grids.mbx which will produce tiles at http://www.paris-pc-gis.com/
Locate "Files from other origins" on the left panel and scroll down to the item entitled "GRIDS"
This utility is capable of creating hexagonal or triangular tiles, a great way to disguise the location of sensitive species on your distribution maps or produce an attractive map for your website.
I haven't explored the other utilities on this site.
